LETTER TO THE GREEK GOVERNMENT
In view of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT)

Dear Sirs/Madams,

In view of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the undersigned organizations wish to express our growing concern about the weakening of the international nuclear security framework and to request official clarifications regarding Greece’s position. Our country has been a party to the NPT since 1970 and is legally bound both to non-proliferation and nuclear disarmament, as provided in Articles I–VI of the Treaty¹. The recent decision to finance Greece’s participation in the Review Conference process² confirms Greece’s intention to actively participate in the UN discussions.

However, the international environment is deteriorating. The expiration of the New START treaty between the U.S. and Russia, without a successor agreement, leaves, for the first time in decades, the two largest nuclear powers without any legally binding limit on their strategic nuclear arsenals. At the same time, the international community is preparing for the 1st Review Conference of the Treaty on the Prohibition of Nuclear Weapons (TPNW) in the fall of 2026, which makes a clear position by all states necessary.
Nuclear weapons are weapons of mass destruction. The theory of nuclear deterrence has proven inadequate and dangerous, as it has led to escalation, accidents, crises, and a permanent threat to humanity. Greece, as a country that supports international law and multilateral processes, must position itself with transparency and consistency.

In this context, we request official answers to the following:

  1. Does Greece currently host nuclear weapons of another country on its territory?
    This question is crucial, given the public discussions at the European level regarding a possible redeployment of nuclear weapons within NATO.

    2. Does the current government commit that, during its term, it will not violate Article II of the NPT Treaty? Αrticle II provides that each non-nuclear-weapon state party:
    – does not receive the transfer of nuclear weapons, directly or indirectly,
    – does not manufacture or acquire nuclear weapons,
    – does not request or receive assistance in manufacturing them¹.

    3. Does the government commit that by the end of its term it will initiate the procedures for the signing and ratification of the Treaty on the Prohibition of Nuclear Weapons (TPNW)?

The TPNW is the most modern, supplementary, and legally binding UN treaty on nuclear weapons. It has already been signed by 99 states and constitutes the only international legal framework that fully prohibits nuclear weapons, as is already the case with chemical and biological weapons.

Greece is a member of all other treaties on weapons of mass destruction; the TPNW is the only one from which it is absent.

Will Greece participate as an observer state in the 1st Review Conference of the TPNW in the Fall of 2026 at the UN?
Participation as an observer does not entail legal obligation, but it constitutes a sign of responsibility, transparency, and willingness for dialogue. At the 1st Meeting of the States Parties to the TPNW (Vienna, 2022), 34 observer states participated, including allies of Greece.

In an era where nine states possess nuclear weapons and international control mechanisms are weakening, the only truly safe limit for nuclear weapons is zero. Greece can and should play a positive role, strengthening international legality, security, and its humanitarian stance.
